In 2006, the International Association of Chemical Manufacturers (AICM) introduced the "Road Safety Quality Assessment System" (RSQAS) into China, and Beifang Storage and Transportation Group, as a third-party logistics company, took the lead in completing the RSQAS system assessment

In 2019, AICM partnered with the National Road Transport Alliance for Dangerous Goods (DGTAC) to upgrade RSQAS to the Chemical Road Transport Safety Assessment System (CRSAS).
